Purpose: This procedure outlines the steps for obtaining a teacher waiver from the Department of Elementary and Secondary Education (DESE) in order to hire a teacher who does not meet the standard eligibility requirements.
Procedure:
1. Initial Request: The hiring manager submits an electronic “Request to Hire” form to the Human Resources Department; they should make note that the candidate will need a waiver in the notes section.
2. Collection of Documentation: The hiring manager will submit the following documents through this electronic form:

Job posting- evidence of promotional material - which can be found in TalentED / School Spring.

Listing of all candidates- showing licensure information if applicable - which can be found in TalentED / School Spring.

Waiver letter explaining why an unlicensed person should be hired for the position.

College Transcript - which can be found in TalentED / School Spring in the candidate document section. If not attached will have to be obtained from the applicant.
3. Signature:
Once all documentation is collected and verified, the Human Resources Department will submit the Waiver Application and all supporting documentation via email to the Superintendent (CC: HR Director) for signature/approval.
4. Final Submission/Documentation Upload:
Once approved by the Superintendent, the Human Resources Department will submit all documentation through the DESE portal for DESE review and approval.
5. Monitor the status of the waiver request:
The Human Resources Department will monitor the status of the waiver request and communicate any updates to the hiring manager and the HR Director.
